  5.   This message and those that follow it under the  
  6. heading "AT&T Breakup" are slightly edited versions 
  7. of messages written by Tom Nicholas #72355,1352 
  8. on the Software Author's SIG.  They will provide 
  9. you with background for Sunday's Conference at 4PM 
  10. EDT. In this Tom shares what he learned at a 
  11. conference. 
  12. First here's the jargon and what it means:
  13.   Access Charge - The charge that has been
  14.          established by the FCC, via tariffs, for 
  15.          local operating companies to soften the 
  16.          loss of toll income. Some local operating 
  17.          companies would like you to believe that 
  18.          this charge is for you to have a 
  19.          connection to AT&T, hence the name.
  20.   AT&T -  American Telegraph and Telephone.
  21.   BOC -  Bell Operating Company. Such as Ohio
  22.          Bell, New England Bell, Southern Bell. 
  23.          Those companies in which AT&T had MAJORITY 
  24.          control, providing local service to a 
  25.          specific area of the country.
  26.   CA  -  Carrier Access. This refers accessing of 
  27.          the Local Operating Company's network
  28.          by the toll carriers.
  29.   CAB -  Carrier Access Billing. The charge that 
  30.          the Local Operating may impose on the
  31.          toll carrier for accessing the local 
  32.          network. This includes charges to AT&T, 
  33.          MCI, etc. This is to include not only out-
  34.          going calls, but incoming also. (I know 
  35.          that sounds strange, they still haven't 
  36.          figured a good, inexpensive way to measure
  37.          that one, yet.)
  38.   CSO -  Central Service Organization. A
  39.          'temporary' company established to handle 
  40.          the functions performed by AT&T as a 
  41.          service to all BOCs when it was one 
  42.          'happy' family. This included
  43.          routing collect/credit card call billing, 
  44.          as an example.
  45. Independent - An independent telephone company.
  46.          It may be as small as a few hundred
  47.          customers for local service, or as larg
  48.
